The Electronic Lien and Title (ELT) system provides for the electronic transmission of lien data between the lender and the Department of Motor Vehicles. Through this ELT system, you have Participating lenders, which have registered with the Department of Motor Vehicles and have been assigned a lender ID. Non-Participating Lenders which have not registered with the Department as a participating lender.

Upon issuance of the certificate of title with lien notation, the certificate of title is stored electronically. Therefore, no printed copies of the titles will be provided to the lenders. A non-participating lender may verify title issuance and lien notation through a title inquiry available at www.clickdmv.ne.gov.

For Non-Participating members of electric titles, a release of lien is available by filing a Nebraska Electronic Lien and Title Non-Participating Lender Lien Release application. A lender completes and submits to any County Treasurer or the Department of Motor Vehicles.

To note a lien, the following documentation must be presented:

  • Certificate of Title or the Manufacturer's Statement of Origin, properly assigned to the new owner if the vehicle is a new purchase, and a completed Application for Certificate of Title.


  • Certificate of Title for a vehicle if the title already exists in the name of the debtor(s).
  • A copy of the lien instrument. The lien instrument can be in the form of a security agreement, conditional sales contract, or trust receipt. It must list the debtor's name and address, a specific description of the vehicle (VIN, year, make and model) and the lien holder's name and address.

All names listed as titled owners of the vehicle may appear on the lien instrument, but only one title owner is required to be listed. The instrument must contain the signatures of those listed. Upon completion of the lien notation process, the title and lien record will be retained electronically.

The fee for a lien notation is $7.00.
